I think, since developing countries generally have enormous populations this could have more of an equalising effect.

In terms of incentives, I guess some could argue that the incentive to invest in, say, large scale (energy intensive) infrastructure projects in Bangladesh (which under dominant narratives is much needed) would be reduced. Equally, in somewhere like Switzerland, there would be little incentive to invest in alternative carbon efficient energy because their quota would be too small (to have a large enough excess to sell off).
